CASS Board Elections Set for June 2026 with Advance Voting in All Parishes to Boost Turnout

Elections for the CASS Board of Administration are set for 17 June 2026, with the Caixa Andorrana de Seguretat Social introducing measures to boost turnout after previous votes hovered around 3%.
Voters will be able to cast advance ballots at any parish commune or the Pas de la Casa, regardless of residency, from 8 to 16 June. CASS staff will set up polling stations at a different location each weekday: Canillo on 8 June, Encamp and Pas de la Casa on 9 June, Ordino on 10 June, La Massana on 11 June, Andorra la Vella on 12 June, Sant Julià de Lòria on 15 June, and Escaldes-Engordany on 16 June. Hours run from 8am to 2.45pm, except Escaldes-Engordany, which closes at 1pm for logistical reasons. Advance voting is also available at CASS headquarters during the same period.
On election day, polling stations at CASS offices will open from 8am to 9pm. The process aims to elect four of the eight board members: two from salaried workers and affiliates, one from employers and self-employed, and one from pensioners. Each group votes separately within its electoral college, though individuals may qualify for multiple colleges based on their status.
Around 45,000 salaried workers and affiliates, 9,000 employers and self-employed, and 12,000 pensioners are eligible. Salaried college voters include waged employees, prison inmates, certain students and athletes aged 25-30 under special regimes (articles 223 bis and 224 bis), and registered unemployed under article 224 bis. The pensioners' college covers old-age, survivors', and disability retirees, plus those in disability and pre-retirement special regimes. Employers and self-employed include physical persons contributing as self-employed, domestic employers, shop or farm owners, goods community representatives, and voluntary contributors (articles 223 ter and 223 quater), plus legal entities represented by their primary physical-person registrant.
Electoral rolls, finalized last week, can be checked at CASS offices from 20 to 28 April 2026, weekdays 8am to 2.45pm. Non-listed contributors may request inclusion on the fifth floor by 28 April. Candidacies open now through 6 May on the fifth floor, with validated lists published in the BOPA on 21 May. The campaign runs 6 to 15 June, alongside an institutional push via social media.
CASS president Marc Galabert called the vote "the most representative in the country" since "CASS concerns us all," urging turnout and candidacies. Candidates must meet article 69 requirements of the consolidated Law 17/2008: Andorran residency, majority age, eight years of contributions in the last 10 (five in the specific college, or three months for pensioners), payments up to date, and signatures—100 for salaried, 50 each for others. One person may run in only one college.
The initiative follows an agreement with communes, which showed strong willingness to host stations. Electronic voting was considered but dropped. Galabert thanked the outgoing board for its work amid challenges like pension reform, noting the new council will mark CASS's 60th anniversary.
