Incumbent Catherine Métayer Faces Virginie Hergel in Andorra French Residents' Counsellor Election on May 31

Elections for the French Residents' Counsellor in Andorra are set for 31 May at the French embassy in Andorra la Vella, where incumbent Catherine Métayer will face Virginie Hergel in a direct contest for the six-year position.

The role acts as an advocate for around 2,700 registered French nationals, channeling their concerns to consular services through the Consular Council. This body meets a few times a year under a deputy representing French citizens abroad and emphasizes representation over executive power. A simple majority in the single-round vote determines the winner.

Métayer, former director of the Petits Cantors choir, secured the seat in May 2021 with 132 votes against Hergel's 75 and Noël Philippe's 58. That vote, delayed by Covid-19, drew just 10% turnout from roughly 2,500 eligible voters—a recurring issue both candidates aim to address in this rematch without a third contender.

Campaigning started on Monday, 18 May, and continues for 13 days until the eve of polling day. Candidates finance their own efforts, as France provides no public funding for these local elections, unlike national ones.

Voters can cast ballots online from noon on Friday, 22 May, until Wednesday, 27 May, using an SMS code sent by the embassy. In-person voting runs Sunday, 31 May, from 8am to 6pm at the embassy, with proxy voting available via another elector. Results will be counted that day.

Métayer's alternate is Christophe Combe, linked to public safety issues, while Hergel's is Mathieu Deleris, a physical education teacher at Lycée Comte de Foix. Candidacies closed on 23 March.

The candidates have now published their platforms. Métayer's "Continuons à l’unisson" list, independent and non-partisan, draws on her two terms to promise streamlined administrative processes, better public service access, support for new residents, school ties, aid for those in difficulty, and ongoing listening. Hergel, an expatriation business owner since 2000 and backed by the Alliance Solidaire des Français de l’Étranger (ASFE), focuses on consular rights, family and school aid, entrepreneur support, community solidarity, and French culture promotion.

This vote forms part of France's renewal of representatives for its 1.78 million citizens abroad, electing 433 counsellors worldwide this year.
