Andorra CASS 2026 Elections: Over 900 Deposit Votes in Two Days by Tuesday 1pm

The Andorran Social Security Fund (CASS) reported 675 votes cast by 1pm on Tuesday, June 9, in the ongoing deposit voting for the 2026 board of administration elections, bringing the two-day total to well over 900 ballots.

Deposit voting, which runs through June 16 ahead of the main election day on June 17, saw 266 ballots on the opening day, Monday, June 8. Those split evenly with 133 at CASS headquarters on Carrer Josep Maragall in Andorra la Vella and 133 at Ordino town hall. The breakdown featured 96 self-employed and entrepreneurs, 86 salaried workers, and 84 pensioners. At headquarters, participation included 49 self-employed, 44 pensioners, and 40 salaried; Ordino recorded 47 self-employed, 46 salaried, and 40 pensioners. Ordino led for much of the morning, with interim counts at 2pm showing 117 votes there against 119 at the capital site.

On Tuesday, voting continued at headquarters and shifted to Encamp parish, including a site at Pas de la Casa. By 1pm, the day had drawn 409 voters: 245 in Encamp, 135 at CASS, and 29 at Pas de la Casa. Morning totals across sites included 147 pensioner votes, 109 self-employed, and 153 salaried. Cumulative figures reached 205 self-employed, 239 salaried, and 231 pensioner ballots.

Voters are selecting four citizen representatives from 14 candidates: five pensioners, two self-employed and entrepreneurs, and seven salaried workers. Among 89,325 eligible voters—21,755 self-employed, 47,055 salaried, and 20,548 pensioners—past turnout has stayed below 5%, at 2.93% in 2022 and a high of 5.34% in 2018.

CASS president Marc Galabert praised the mobile ballot collaboration with parishes, which deploys staff and urns to a different location daily to improve access. Voters need only ID confirming CASS affiliation, preferably the social security card. Ballots travel securely to headquarters each evening for vault storage. Galabert noted it was too soon for predictions but hoped broad outreach would boost engagement. Daily updates on the elections website will soon include gender breakdowns for sociodemographic insights. The agency ruled out electronic voting due to unresolved legal risks that might prompt challenges.
