Andorra CASS Elections See Record 6.03% Turnout, Elect New Insured Reps

Andorra's CASS elections for insured seats concluded with a record turnout of 6.03%, as 5,386 voters from 89,325 eligible participants cast ballots, surpassing the 5.34% of 2018 and more than doubling 2022's 2.84%.

Final results, announced after 2am following the June 17 polling day, confirmed Pere Canturri Campos as the pensioners' representative with 453 votes (28.47%), ahead of competitors including Ignasi Arbusa Gusi, José Garcia Nebot, Florenci Pla Altisent and Lluís Ramon Samper Pascual. Daniel Armengol Bosch secured the entrepreneurs and self-employed seat with 1,038 votes (61.02%), supported by the Confederació Empresarial Andorrana (CEA) and ahead of Manuel Carranza Ferrer and Alejandro Lligé Puig. Employees elected Salustià Chato Ciprés (376 votes, 17.96%) and Montserrat Martínez Vecina (321 votes, 15.33%), with Martínez retaining her prior position; they outpaced rivals such as Mercè Avellanet Viladomat, Miquel Àngel Adran Garcia, Anna Maria Carrión Tor, Maria Neus Cervera Palleja and Ramon Pedrosa Parra.

By group, participation reached 7.69% among pensioners (1,591 votes), 7.68% among entrepreneurs and self-employed (1,701 votes) and 4.35% among employees (2,094 votes). Advance voting from June 8-16 gathered 3,585 ballots—1,298 from employees, 1,172 from pensioners and 1,115 from entrepreneurs—representing 4% of the electorate and boosted by mobile urns in parishes. Strong early turnout included Andorra la Vella (450 votes on June 12), Encamp (321 on June 9) and Escaldes-Engordany (305 on June 16).

Polling at CASS headquarters on Carrer Joan Maragall ran from 8am to 9pm, with about 40 staff managing operations amid minor ballot mix-ups. Hourly updates with gender breakdowns showed steady activity, culminating in the overall record.

CASS president Marc Galabert hailed the results as "very positive," crediting mobile urns for reaching remote areas like Pas de la Casa, increased candidacies, parish support, media coverage and hourly transparency. He called for ongoing efforts to boost engagement, including electronic voting as a "current objective" for future polls, while noting the council's role remains underappreciated.

Newly elected Armengol thanked supporters, stressed sustainable social security and echoed calls for easier voting methods like e-voting. Voters cited pension reforms, medical waits and representation as motivators; SAAS director Meritxell Cosan urged greater civic involvement via social media. Despite the gains, abstention exceeded 93%, prompting demands for further mobilization.
