French President Emmanuel Macron, Andorra's Co-Prince, has named Frédéric Rose, 52, as his new personal representative to the principality, succeeding Georges-François Leclerc. The appointment follows two decrees signed in Paris on 6 June and published the following day in the Boletín Oficial del Principat d'Andorra (BOPA).
The first decree ends Leclerc's tenure, which started after his own appointment appeared in the BOPA on 26 November 2024 and concluded with effect from 6 June. The second appoints Rose to carry out powers vested in the French Co-Prince by Andorra's Constitution for responsibilities that do not require Macron's personal action and are explicitly delegated to the representative.
Rose took office as Macron's chief of staff on 6 June. His prior roles include prefect of Yvelines and security adviser to Macron at the Élysée Palace from 2020 to March 2024.
Leclerc has moved to the position of prefect for the Île-de-France region.
As personal representative, Rose will act as the delegated authority and main institutional contact for the French Co-Prince in areas the Constitution allows delegation. Both decrees, signed by Macron in his dual capacity as Co-Prince and French president, entered force upon BOPA publication.
