Andorra Electoral Board Clears CASS Candidate of Major Pre-Campaign Breach

The Electoral Board of Andorra has ruled that Pere Canturri Campos, a candidate in the pensioners' college for elections to the Caixa Andorrana de Seguretat Social (CASS) board, committed a minor breach by distributing ballot papers before the official campaign period began. No sanctions were applied, as the board stated it lacks the legal tools to penalise such limited violations.

The 11 June resolution, prepared by Meritxell Verdú, stemmed from a complaint by rival candidate Florenci Pla Altisent. He reported two pre-campaign activities: ballot distribution on 2 June and a planned presentation event with Ordino pensioners on 5 June. Canturri admitted giving ballots to one friend who requested them, explaining he acted without realising it was prohibited and apologising for the oversight. The board found no proof of broader distribution or propaganda efforts, deeming the infraction minor and noting Canturri's subsequent restraint from further pre-campaign actions.

Regarding the 5 June event, the board issued an urgent order for its suspension, which Canturri followed by rescheduling it for 15 June, within the official period. The complaint on this matter was dismissed, as the gathering never took place.

The board highlighted a regulatory shortfall, with no provisions for addressing minor pre-campaign breaches despite their identification. Pla has confirmed he will not appeal the resolution to the Administrative Chamber of Andorra's Superior Court of Justice, which had a 24-hour window from notification.

Voting in the CASS board elections continues, with deposit votes already reaching 2,419 as of Wednesday—surpassing the total 2,217 votes from the 2022 elections—five days before polls close.
