Andorran PM Espot to Propose Voluntary Abortion Decriminalisation in September

Andorran Head of Government Xavier Espot has stated that the executive is poised to advance a proposal for voluntary abortion decriminalisation by September, following discussions with Vatican Secretary of State Cardinal Pietro Parolin.

During Thursday's presentation of regulations for a potential referendum on an EU association agreement, Espot described the recent Vatican meeting as "very fruitful" and said the government now has "things quite clear" ahead of tabling a concrete measure. He expressed stronger "inner conviction" that the planned changes—to advance women's rights—will not jeopardise Andorra's institutional system, a confidence that has grown in recent days. "We're at the end of the road in this dialogue; we know how far we can go," Espot said, adding that the executive is working to ensure any reform aligns with the co-principality framework without requiring explicit Holy See approval, which he said would compromise sovereignty.

Espot ruled out legalisation, calling it incompatible with Andorra's model, but highlighted a "window of opportunity" between that and decriminalisation. He expects conditions to be ripe by late September to introduce parliamentary legislation during the current term, fulfilling an electoral pledge with sufficient time remaining. The Holy See has consistently recognised that decisions on voluntary pregnancy interruption lie with Andorran institutions, though both sides have defined clear red lines from the start.

Concòrdia MP Núria Segués expressed scepticism, noting three years of similar government statements without action. She questioned why prior opportunities—such as signals from Pope Francis—were not seized and said her party remains "expectant," awaiting a concrete bill in September.
