Andorra's Social Affairs Minister Trini Marín presented the principality's model for care and support systems at two preparatory Ibero-American ministerial conferences in Avilés, Asturias, this week.
The VI Ibero-American Ministerial Conference on Labour and the IV Ibero-American Ministerial Conference on Social Affairs and Inclusive Development prepared the ground for the XXX Ibero-American Summit of Heads of State and Government, set for November in Madrid.
Marín outlined government efforts to strengthen care frameworks, delivering closer, more inclusive services adapted to challenges from population ageing, disability, and dependency. She spotlighted the ongoing expansion of the Home Care Service and the training and specialisation of family workers, steps designed to raise service standards and honour a profession central to social unity.
In labour sessions, she called for further professionalisation, lifelong training, and broader societal appreciation of care roles. Marín also supported digital tools and artificial intelligence to streamline operations and boost quality, insisting on human supervision and safeguards for workers' and users' rights.
The meetings ended with agreement on the Avilés Declarations, which set out joint pledges to bolster care systems, drive social inclusion, professionalise the sector, ensure equal opportunities, and promote ethical AI application. Delegates also endorsed the Ibero-American Charter on Care and Support as a guide for holistic policy-making.
