The General Council's Board of Presidents has approved the start of a selection process in October for a new director of Andorra's Higher Education Quality Agency (AQUA) to replace Isaac Galobardes, whose term ends in January.
Galobardes began his mandate in 2023. The move comes ahead of the parliament's dissolution for general elections, with the Education Legislative Commission tasked to validate applicants, conduct interviews, and advance candidates. Parliamentary groups will then submit nominees for a plenary vote.
Eligibility requires Andorran nationality, legal age, full civil and political rights, and a doctoral degree. Educational training will receive additional consideration.
In the same meeting, the Board set the first ordinary plenary session for 22 October and the control session for 29 October. It also scheduled readings of international delegation reports—from the Parliamentary Assembly of the Council of Europe, the OSCE Parliamentary Assembly, the Inter-Parliamentary Union, and the Parliamentary Association of Francophonie—for Constitution Day on 14 March, citing the presence of diplomats and representatives.
The General Council's activity report will feature at the traditional Sant Tomàs session, while the Network of Women Parliamentarians' annual report is planned for the plenary nearest 8 March, International Women's Day.
The next Board of Presidents meeting is set for 6 October.
