Andorra General Council Approves Selection for New AQUA Director

The General Council's Board of Presidents has approved launching a selection process in October for a new director of Andorra's Higher Education Quality Agency (AQUA), aiming to complete the appointment by year's end and before parliament dissolves ahead of elections.
This follows the end of Isaac Galobardes' mandate, which began in 2023 and concludes in January. A call for candidates will appear early next month to compile a list of applicants. The Education Legislative Commission will form a validation committee to assess submissions, hold hearings with contenders, and forward suitable names. Parliamentary groups will then propose nominees for a plenary vote.
Candidates must hold Andorran nationality, be of legal age, enjoy full civil and political rights, and possess a doctoral degree. The board made this decision at its latest meeting, where it also assigned legislative commissions to handle various bills and adjusted the schedule for question sessions and control points.
In that session, the board confirmed the first ordinary plenary for 22 October and the control session for 29 October. It allocated readings of international delegation reports—from the Parliamentary Assembly of the Council of Europe, the OSCE Parliamentary Assembly, the Inter-Parliamentary Union, and the Parliamentary Association of Francophonie—to Constitution Day on 14 March, due to expected attendance by diplomats and representatives.
The General Council's activity report will take place during the traditional Sant Tomàs session, and the Network of Women Parliamentarians' annual report is slated for the plenary closest to 8 March, International Women's Day.
The next Board of Presidents meeting is scheduled for 6 October.
