Andorra Endavant Proposes €7.5M Budget Boost for Police, Sick Kids, and Senior Housing

The opposition group seeks to amend the 2027 budget using telecom profits to fund security upgrades, support for families of seriously ill children, and initial construction of elderly sheltered housing without raising the deficit.

Key Points

  • €1.5M for police: drug dogs, passport scanners, secure messaging, admin digitization.
  • €1M aid for parents caring for seriously ill children under 18, replacing lost wages.
  • €5M to start 200-unit senior sheltered housing with modular units and communal facilities.
  • Submitted Oct 14, 2026; calls for government to review spending without raising deficit.

Andorra Endavant has submitted a full amendment to the 2027 general budget bill, proposing an additional €7.5 million in public revenue from increased Andorra Telecom dividends to address policing shortfalls, support families with seriously ill children, and begin construction of senior sheltered housing.

The opposition parliamentary group, led by Carine Montaner, argues the funding would cover essential projects for vulnerable groups without expanding the projected deficit, provided the extra profit distribution occurs. The proposal calls on the government to withdraw the bill and review spending priorities. It would raise budget line 53001 for Andorra Telecom results.

Of the total, €1.5 million targets police modernization to equip officers with necessary tools and meet government pledges, including progressive early retirement. Priorities include three drug-detection dogs with training to bolster border checks; two passport scanning and verification systems—one per border—to spot fakes and enhance identity controls; a secure internal messaging system to safeguard police data; and digitization of administrative tasks to cut bureaucracy and free agents for core duties.

Another €1 million would establish aid for parents or legal guardians who reduce or halt work to care for children under 18 facing severe illnesses, hospitalizations, or treatments in Andorra or abroad. The measure seeks to replace lost wages and prevent health crises from sparking financial hardship.

The proposal allocates €5 million to kick off a 200-unit sheltered housing project for seniors, using modular industrialized methods on public land where feasible. The initial phase covers 50 individual units plus communal spaces such as a dining area, laundry, social zones, and facilities for sports and cognitive stimulation. The full development is estimated at €14-21 million to promote affordable, independent living and reduce isolation.

Submitted on 14 October 2026, the amendment details specific initiatives and costs. The government has not responded.
