Andorra la Vella Cònsol Major Eyes Comú Funding for Terra Vella Housing After Developer Pulls Out

Andorra la Vella's leadership is considering direct public funding or project shifts for 40-50 affordable rental units on the Terra Vella site after private financing collapsed.

Key Points

  • Sergi González open to comú directly funding affordable housing on Terra Vella plot opposite Jovial.
  • Private developer UTE withdrew due to financing issues despite advanced negotiations and favorable urbanisme report.
  • Comú may reallocate 2-3 parish projects to site; no formal withdrawal notice received yet.
  • Part of multi-phase strategy amid 'Recuperem espais públics' initiative, opposition pushes for public build.

Sergi González, Andorra la Vella's cònsol major, has not ruled out the comú funding affordable housing directly on the Terra Vella plot or reallocating two or three other parish projects there, following the private developer's withdrawal due to financing issues.

González described the situation as a time for reflection after the Unió Temporal d'Empreses (UTE) confirmed it could not secure funding for 40 to 50 affordable rental units on the site opposite Jovial. Negotiations had advanced to the point where the urbanisme department issued a favourable report last week, and an extraordinary comú council was scheduled for 14 or 15 October. However, one private partner informed them orally the following day, with no formal written notice received yet.

The comú had identified the long-unused plot under its 'Recuperem espais públics' initiative, engaging private sectors and the FEA. An initial public tender drew interest but went desert, leading to direct talks similar to the Pouets project. "We don't get discouraged," González said. "We sit down with those involved and ask why they didn't bid."

He emphasised the administration's multi-phase housing strategy—short, medium, and long term—citing examples like the six-year Borda Nova process and progress on the former Jaume I hotel residence. The alternative projects were originally planned for other parish sites with different timelines, but González said they would evaluate shifting one to Terra Vella or building from scratch with comú resources, as opposition parties have urged. "We'll assess it. I can't say no," he noted, while acknowledging the lengthy process for new construction.
