Andorra Allocates €8M for 30-Unit Affordable Housing in L'Aldosa

The Andorran government will spend around €8 million to build a 30-unit affordable housing block on a 2,394-square-metre plot ceded by La Massana commune in the Molleres area of L'Aldosa. The site at Carrer Pradet 3 sits within the protected surroundings of the Farga Rossell, dictating strict architectural, construction, and urban planning requirements.

Tender documents for hiring an engineering firm to handle project design and construction oversight stress adapting the structure to the topography. Deep excavations and basements are ruled out to ensure maximum integration with the landscape. The ground floor will feature parking and access, while a new vertical link—an elevator and walkway—will connect the building to upper L'Aldosa.

The €425,000 contract, including IGI, targets engineers experienced in structural calculations, installations, and designs. Bidders, who may apply individually, in groups, or as Andorran temporary joint ventures, face automatic exclusion if offers exceed the estimate by more than 20%. Lower bids risk rejection based on competitor numbers: 30% below with three or four bidders, or 20% below with five or more. Evaluation will favour those who have built housing blocks of at least 2,000 square metres in Andorra over the past 15 years. Submissions close at 5pm on 21 October via the public procurement platform.

This project will add to La Massana's 70 existing affordable units at the Ribasol complex in Arinsal. The government aims to expand regulated rental housing to about 650 units within one to two years, nearing 500 once current builds finish. The €8 million figure surpasses earlier €6-7 million projections. Final plans will be set with the Ministry of Territory and Urbanism during the design phase.
