Andorra la Vella Launches Scooter Patrols and Fines Amid Spring Surge

Andorra la Vella has launched a comprehensive campaign of awareness and checks on electric scooters and other personal mobility vehicles, prompted by their increased use with the onset of warmer weather.

The Traffic Service is deploying random and static patrols across the parish, with a focus on pedestrian zones, residential areas, and main commercial streets. These operations target risky behaviors and violations detected both in fixed locations and during mobile patrols. Fines for breaching the Traffic Code and Coexistence Ordinance range from €20 to €120, while serious offenses—like operating without mandatory third-party liability insurance—result in immediate vehicle immobilization.

Authorities are reminding users of core requirements: scooters are banned from pavements, squares, gardens, and pedestrian-only areas; riders must be at least 16 years old; valid civil liability insurance is compulsory; helmets are required on interurban roads or for those under 18; and vehicles need lights, reflectors, brakes, and audible signals. Riders should always adjust speed to retain full control.

Traffic and Parking Councillor Xavier Surana described the initiative as primarily educational rather than punitive. He noted that good weather has led to a surge in scooter numbers alongside more imprudent actions that endanger public safety and coexistence. "Public spaces must be safe for everyone, especially pedestrians, the most vulnerable users in our urban network," Surana stated. He added that the campaign seeks to make riders aware they are handling vehicles with specific duties, dismissing any suggestion of a revenue-driven motive.

The effort draws from citizen complaints and internal Traffic Service analysis, operating alongside routine noise and traffic monitoring.
